Should a referee be fully equipped? I.e flags, whistle, notebook, pencil, yellow and red card. Can game be officiate without any of these items?

In our league the home club are required by rule to provide corner flags. Both clubs must have linesmen's flags.

I would think the ref would have to have a whistle. Not sure if the rest of the gear would cause the game not to be played if the ref didn't have them.

in most amateur leagues, refs are required to
supply flags. there is usually 1 person who
" volunteers " to take it. if no-one volunteers,
you would get the manager to do it or tell
someone

Its all about creating the right impression at the start of the game. If us Referees turn up without kit etc it sets the wrong tone for the next 90 minutes or so does it not? I can just hear the shouts from the usually quiet touchlines.... Re Flags - Good idea that Ayrshire have re clubs supplying flags and its usually a Club Official who runs the Line....

I stopped using flags years ago as it caused more bother than benefit e.g. other team accusing the other of cheating etc.
Also the person doing it usually lost focus very quickly and could not be relied on to assist at all times.

With regards to equipment I feel (like Raymond) that all the aforementioned items of kit, while not necessarily compulsory, are expected to be used by all referees.
If a ref turned without one or more this equipment I would contact the ref coordinator of the league just for reference if nothing else.
It is likely he is probably not applying himself properly in other aspects of his duties.

Deffo, ive seen some teams delib raise the flag when ball is nowhere near out and then throw flag down and refuse to take it again when I disagree and wave play on!

I'd say as mentioned above; It's the referees duty to turn up with the proper equipment. Whistle is mandatory. So is a notebook and pen to properly record administration of the game. I'd say red and yellow cards are very important, but you could get away with playing a match without them. They are used to communicate to a player that he is being cautioned/sent off. I suppose you could do this by word of mouth, which most refs do anyway when showing cards. As for flags, i'd say these are not important. Infact i'd advise refs not to issue them to club officials. Causes more harm than good. I had to report two coaches who were arguing about a decision one of them made.
